The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has faulted the Executive Order signed by President Bola Tinubu, which is targeted at promoting gas production in Nigeria, saying the President was ill-advised.
Tinubu signed the Executive Order titled “The Upstream Petroleum Operations Cost Efficiency Incentives Order (2025)” on Thursday. However, at a press conference in Abuja, PENGASSAN President Festus Osifo argued that the tax incentives granted to oil companies by the President may not help reduce operational costs if insecurity in the sector is not addressed.
Osifo said the Executive Order is a direct attack on the provisions of the Petroleum Industry Act (PIA), specifically Sections 8, 9, and 64. He maintained that the President used an Executive Order to set aside an existing law of the Federal Republic of Nigeria.
Describing the move as deeply troubling, Osifo questioned the signal it sends to investors and the international community. He warned that it suggests the law of the land can be set aside by executive decree, calling it an aberration that should never have happened.
